Can I Operate a Vacation Rental in Sonoma County, CA?

The short answer: maybe — and it’s a question you should answer before you buy.

Whether you can legally operate a vacation rental in Sonoma County depends on the property’s exact location, jurisdiction, zoning, permit eligibility and other property-specific factors. Regulations can also change, so a property that looks perfect for Airbnb or another short-term rental platform should never be purchased based on projected vacation-rental income until its eligibility has been investigated.

That distinction is particularly important here because “Sonoma County” is not one vacation-rental jurisdiction. A property within an incorporated city such as Sonoma, Healdsburg, Santa Rosa or Petaluma is governed by that city’s rules, while properties in unincorporated Sonoma County fall under County regulations.

As both a REALTOR® and vacation-rental owner/operator, this is one of the first questions I investigate when evaluating a property for STR potential.

Start With the Property — Not the Airbnb Projection

It’s easy to fall in love with a Wine Country property, look at comparable nightly rates, estimate occupancy and start calculating potential revenue.

I recommend reversing that order.

Before forecasting income, determine:
  1. Which jurisdiction governs the property?
  2. Is vacation-rental use allowed at that location?
  3. What zoning and property-specific restrictions apply?
  4. Is a permit required, and is the property eligible for one?
  5. If there is an existing permit or authorization, what happens to it when the property sells?
  6. Are there HOA, CC&R, septic, fire-safety, insurance or other restrictions that could affect the intended use?
  7. Only then: Does the property make financial sense as a vacation rental?

The regulations may evolve, but this due-diligence process remains important.

An Existing Vacation Rental Doesn't Necessarily Mean You Can Keep Operating It

This is especially important when purchasing a property already being operated or marketed as a vacation rental.

A seller may advertise a home as an established Airbnb or vacation rental, but buyers should independently investigate whether the existing authorization can continue after ownership changes.

Important for Sonoma County buyers
Under current regulations in unincorporated Sonoma County, a standard vacation-rental zoning permit expires upon sale or transfer of the property, while a use permit is treated differently and may run with the land.

That’s why I would never assume that past STR use automatically equals future STR eligibility.

The same principle applies to an Airbnb or VRBO listing. Finding a property currently advertised online does not by itself establish its permit status or a new owner’s ability to continue operating it.

Legal Eligibility Is Only the First Test

A property can be eligible for vacation-rental use and still be a poor investment.

Once the regulatory questions have been addressed, I look at the property through the eyes of both an investor and a future guest.

Factors I consider:
✓ Bedroom and legal sleeping-room configuration
✓ Septic capacity, where applicable
✓ Parking
✓ Neighbor proximity and privacy
✓ Outdoor living space
✓ Views and setting
✓ Pool and hot tub potential
✓ Fire and insurance considerations
✓ Guest experience
✓ Proximity to wineries, restaurants and Wine Country destinations
✓ Seasonality
✓ Comparable vacation-rental supply
✓ Realistic nightly rates and occupancy
✓ Cleaning, utilities, maintenance and management costs
✓ Opportunities to improve the property or add desirable amenities
✓ Resale value if STR regulations or the owner’s strategy change

The best opportunity isn't always the property that already looks like a vacation rental. Sometimes value comes from recognizing what a property could become with the right improvements, amenities and operating strategy.

Don't Buy an STR Without an Exit Strategy

Regulatory change is one reason I believe a vacation-rental acquisition should make sense beyond Airbnb.

Before buying, I want to understand what happens if short-term-rental regulations change, demand softens or the owner’s plans simply change.

Ask: What is Plan B?
Could the property work as a second home? A furnished mid-term rental? A long-term rental? Could renovations, an ADU or other improvements create additional value? Would it remain an attractive resale property without STR income?

The more viable alternatives a property has, the less dependent the investment is on one regulatory environment or revenue strategy.
